Bursary funds to be released next month

Sh240 million already dispatched Ministry expected to disburse last tranche of Sh244 million The last tranche of the Sh500 million bursary kitty will be released next month.

The first instalment of Sh240 million has already been disbursed and the Education ministry is expected to release the Sh244 million balance.

At least Sh10 million had been set aside for building capacity of those managing the funds. Another Sh5 million will be spent on monitoring the disbursements, according to the ministry's head of communication, Mr John Mwandikwa. Bursary committees The funds are administered by constituency bursary committees that identify beneficiaries and decide the amount each should get.

MPs are patrons of the committees, although some have been accused of interfering with the disbursements.

The kitty was reduced to Sh500 million from Sh800 million following the introduction of free day school programme.

The bursary is meant to assist children from poor families to meet other secondary school education expenses not catered for by the government. They include boarding fees and field trips.

The Human Resource Development Sector 2011 report credits the programme with enhancing access, equity and retention at secondary level.

"The bursaries target the vulnerable groups including orphans, girls and children from poor families," the report said.

It, however, called for proper administration of bursaries given through various agencies.

They include those offered through Constituency Development Fund, civil societies trusts and private companies.

"The existence of these institutions which operate under different mandates often results in duplication of effort and ineffective coordination," the report said. Sh10m The amount set aside for building capacity of those involved in managing the bursary funds.
